The goals defined for the Jubilee Neighborhood redevelopment, established through the community planning process, are multifaceted. The Committee articulated its directives for the strategy. This includes:

An increase in population

The redevelopment of East Grand Avenue

The provision of elderly housing and services

The expansion of services with special emphasis on teenagers

The improvement of alleys

The enhancement of school vehicular access and facilities

The infill of residential blocks to occupy all possible vacant lots

The implementers of this plan need to have a clear sense of the time frame required for the various
tasks to be completed. The length of this period should be shorter rather than longer, for the neighborhood can no longer wait to receive its share of improvements. The consultant suggests a 10 year window in which all seven strategic initiatives are completed within the first three years.
